I voted for 14 during the poll, it was about 1 week before my fifteenth birthday. I guess I could change it.If I had posted the same question 2 weeks before your birthday, that'd be a little different, agreed?

You should get a notification when someone quotes you, if not i highly recommend turning that on. (it should be by default).

To know the difference between an infraction and a warning, please check our help files:

As stated warnings are verbal and not on the account and considered a friendly warning, so sending a notice is entirely un-needed.
Infractions are permanent records on a user account and can effect a users access, as a result an automated message gets sent when one is given.
They're entirely different and we feel sending two warning messages for something that is not recorded on any database records is entire waste of time. If a user has his notifications turned on, then it won't be a problem. If not then the user chose to opt out of notifications when a staff warns him. That's down to personal chose. Staff can't tell what a users notification settings are, so we leave the responsibility of weather they get the notice to them.
Users can also opt out of receiving infraction notices and PM notices, if that's the case then the staff can't do anymore. Nor should we be required too because a user opts out of receiving notifications.
